Present the findings and options publicly and engage the community before moving forward.

4. Public Decision

Clearly define what voters are being asked to fund, how much it will cost, how long the obligation will last, and what it will deliver.

5. Execute

Proceed only with a fully funded plan, with ongoing transparency and accountability.
